Jo-Anne Manswell Butty, PhD is the Education Expert at the NOAA Cooperative Science Center in Atmospheric Sciences and Meteorology (NCAS-M) at Howard University. She directs the education strategy of post-secondary students at the Center and is responsible for center-wide leadership to ensure that all NCAS-M supported students are successfully gaining training and professional development skills and competencies for the NOAA mission workforce. Dr. Manswell Butty was formerly Co-Director and Senior Evaluator on the Pre-K Evaluation and Child Care Subsidy Evaluation Programs in Washington, DC. She has also worked internationally as a consultant with Bank Street, College of Education training early childhood master teachers and piloting early childhood assessments in Liberia, West Africa. Dr. Manswell Butty is an active member of the Friends of Liberia Board and Education Committee. She works closely with the monitoring and evaluation team providing technical assistance to the Family Literacy Initiative, a school readiness program in Liberia.
