Jo-Anne Manswell Butty, PhD is the Education Expert at the NOAA Cooperative Science Center in Atmospheric Sciences and Meteorology (NCAS-M) at Howard University. Jo-Anne is responsible for implementing the education strategy across 13 partner institutions through education, training and professional development and helping underrepresented postsecondary students attain working skills and competencies for the NOAA-mission workforce.  Jo-Anne was formerly Co-Director and Senior Evaluator on the Pre-K Evaluation and Child Care Subsidy Evaluation Programs in Washington, DC. She has also worked internationally as a consultant with Bank Street, College of Education training early childhood master teachers and piloting early childhood assessments in Liberia, West Africa. She has been an Adjunct Professor in educational psychology and similar courses at Howard University, George Mason University, and Prince George’s Community College.  Jo-Anne is also a community leader and president of the Avondale/North Woodridge Citizens’ Association.
